Imessage is not working

iMessage not working between 2 iPhones. Both devices updated to iOS 17.2.1. Now all texts are SMS/green between the two iPhones. All other texts to other iPhones are iMessages/blue. We’ve tried turning off iMessage and turning it back on on both phones and rebooting phones. Any tips on resolving? There are no replies.
